TOEFL Score 3.0: What a B1 Band Means

A 3.0 is the first band at CEFR B1 — an independent user of English. You can deal with most everyday situations and follow the main points of clear material on familiar topics. Academic English is the next frontier.

What a 3.0 means

B1 is described in the CEFR as understanding the main points of clear, standard input on familiar matters and producing simple connected text. On the TOEFL, band 3 typically means steady performance on everyday tasks and partial success on academic passages and talks — the main idea is there, the details and inferences are not yet reliable.

Band 3 covers a wide stretch of the old scale: about 44–57 out of 120. Two people with a 3.0 can be at quite different points within it, which is why your section bands are more useful for planning than the overall number.

What a 3.0 is typically enough for

A 3.0 is usually below direct-admission requirements for degree programs, but it falls within the range some pathway, foundation and English-language programs use for entry. Requirements and section minimums vary by institution and program, so check each one directly.

Always check the institution. Requirements are set by each university, program, employer or agency, not by ETS, and many are still written on the retired 0–120 scale. Convert old-scale numbers with the score converter and look for section minimums.

The B1 plateau, and how to get past it

Many learners stall at B1 because everyday English already works for them. Moving up requires deliberately working with academic English: longer sentences, abstract vocabulary, and arguments that are built over several paragraphs.

On the 2026 test, that means practicing Read an Academic Passage and Listen to an Academic Talk even though they feel harder than the daily-life tasks — those are where B2 points are earned. In Writing, the Academic Discussion task rewards a clear position and a reason, which B1 writers can produce with practice.

What separates 3.0 from 3.5

Moving up half a band in a section usually comes down to one or two task types. On the old 0–30 section scale, 3.5 begins at 12 in Reading, 13 in Listening, 18 in Speaking, 15 in Writing.

Reading

At 3.5 you answer detail and vocabulary-in-context questions on academic passages, not only main-idea questions.

Listening

At 3.5 your notes on an academic talk capture structure — the topic, examples and the speaker’s conclusion — well enough to answer detail questions.

Speaking

At 3.5 interview answers are organized: a direct answer, a reason and a short example, with fewer pauses.

Writing

At 3.5 your Academic Discussion post states a position and supports it with a reason, and your email uses the right tone for its reader.

Frequently Asked Questions

It depends on the requirement you need to meet. A 3.0 reports CEFR B1, which suits some pathway and English-language programs but falls below most direct degree-admission minimums.

About 44–57, per ETS’s concordance. If a program states its requirement on the old scale, convert it with the score converter before comparing.

ETS’s IELTS comparison table does not list an IELTS band whose comparable TOEFL total is exactly 3.0; IELTS 5.0 sits at 2.5 and IELTS 5.5 at 3.5. Use each test’s own published requirement rather than converting.

Any four section bands whose average rounds to 3.0 — the overall score is the mean of Reading, Listening, Speaking and Writing, rounded to the nearest half band. For example: 3.0 / 3.0 / 3.0 / 3.0; 3.5 / 3.0 / 3.0 / 2.5; 3.5 / 3.5 / 2.5 / 2.5. Check individual sections as well, because many programs set section minimums.
